Man charged with hit and run for pedestrian death
Michael Lee Bowen, a 37-year-old Sheboygan man, has been charged with felony hit and run resulting in the death of Mr. Jan Richmond, a 74-year-old Sheboygan resident who was out walking the morning of July 4. At the time of the incident, Bowen was supposed to be under a court-ordered Huber Law jail sentence which apparently was not imposed, and is now under review by the Wisconsin Department of Corrections.
